Why are foil highlights causing the surrounding dark brown hair to go lighter/redder? ?

I have dark brown hair and have recently gone 2 times to the hairdressers for foil light blonde highlights. However, both times i have noticed that the surronding hair near the roots is getting lighter as well. So when i go for retouching my roots, i am also getting the surrounding (new growth hair) going lighter/redder. Is this because the bleach leaks out during washing it out and it lightens the hair slightly?Why are foil highlights causing the surrounding dark brown hair to go lighter/redder? ?
its possible that leakage where they are packing too much product into the foil, or if it is only at the back her of her head then this means that the foils are taking a shorter time develop because the heat that is the hottest part of the head and heat speeds up the colour turning.
