I would say ash blonde highlights. It wont look so stark, it will look more natural and lighten the color of your hair.
Red or auburn would be nice. Drastic but would look good.
I'd say like bleach blonde highlights. Like a white blonde. My sisters hair is a dark blonde and she got really light highlights last summer and it looks sooo cute. VERY NICE!

for the really cute beachy look that goes with any skin tone i would say either thin or thick platinum streaks. thin or thick depending on your preference.
if you want more of a punk/rocker look i would recommend some burgundey or maroon.. but thin streaks so the color peeks out.
sunkist highlights will give it a golden look without over bearing or looking luike a bad dye job. Make sure to do thin not thick. When you do thick it looks like you did it at home by yourself. Trust me I love to expierament with my hair and I have had some horrible expierences. lol

I say if your willing to change parts of your hair, change it all...streaks are out and natural looking colors are in, so go with a chesnut color for a brunette look, platnum blonde for a bright blonde look, or a dark red for that special red head look...but if you like highlights, go with a platnum blonde with a dark shade of blond mixed in
